The Cuban Fleur-de-lis
The Cuban
Fleur-de-lis is a remembrance of the Homeland.
It represents the highest scouting award to be received in the Republic of Cuba prior to the rise to power of
the de facto Communist regime. It is a tradition maintained by the Cuban
scout leaders in exile serving in the Boy Scouts of America.
The Cuban
Fleur-de-lis is revered as a symbol of freedom, faith, devotion to youth,
and love to the homeland left behind as well as to the newly adopted
country. The award recognizes the work done on behalf of the Cuban youth in
exile.
1- The
Fleur-de-lis is presented to those who have gone beyond the call of duty in
the services of the Cuban youth through scouting.
2- The
award comprises of the following.
a) An award certificate
b) A silver Cuban Fleur-de-lis secured
to a tricolor ribbon (white and blue), the colors of the Cuban Flag-to be
worn around the neck.
c) An emblem made of a tricolor fabric
(red, white and blue), to be worn on the uniform.
3- To be
eligible to receive the Fleur-de-lis a minimum of three consecutive years
of service in the Scouting movement helping the Cuban youth is required, as
well as to be registered and active in the program and be at least 7 years
old.
4- The
Cuban Fleur-de-lis award is presented as part of the Lincoln-Marti Camporee
ceremonies held in January each year. On an exceptional basis, and if
unanimously agreed upon by the Selection Committee, it could also be
presented at any other event of special significances.
5- The
permanent Chairman of the Award Committee is Mr. Carlos J. Arboleya who is
entrusted with the responsibility of receiving the recommendations and
calling on the Committee for their evaluation.
6- The
presentation of the Cuban Fleur-de-lis award is made by the Chairman of the
Committee.
7- A
nominee receiving more than three negative votes from Committee members
cannot be awarded the Cuban Fleur-de-lis. This provision assures that the
process of selecting the award recipients is conducted with the utmost
zeal.
8- As a
special distinction, a miniature replica of the Cuban Fleur-de-lis is
presented to those award recipients who, after five years of having
received the Cuban Fleur-de-lis award, are still registered and active in
the program. This replica is to be placed on the white section of the
tricolor emblem worn with the uniform.
